2010 Charitable Events
In a continuing effort to give back to our community, the Liberty Street Rods and Liberty Ladies presented a donation to The Arc of Carroll County on October 6, 2010.

The Arc of Carroll County advocates for, and works to provide support to, people with developmental disabilities and their families in Carroll County, Maryland. The Arc of Carroll County provides services to its clients including community living, transportation, recreation and leisure, and employment services.
The Arc of Carroll County was established in 1955 by a small group of parents of children with developmental disabilities. At that time, children were excluded from public education and there were no structured social, recreational or educational activities outside of the home. Those parents met to see how they could collectively foster the growth and development of their children. From their meeting came this organization, The Arc of Carroll County, Inc. Special education programs were established that year in the basement of the Davis Library on Main Street in Westminster and in the Mount Airy American Legion.
Since that time, The Arc has advocated for and worked to provide support to people with developmental disabilities and their families. In 1971 a day program for adults was established and adult transportation was implemented in 1976. Community Living Support became available when The Arc opened its first home on Main Street in Westminster in 1977.
The Arc of Carroll County is affiliated with The Arc of Maryland and The Arc of the United States. These organizations help to advocate for people with developmental disabilities through state-wide and national legislation.
During our meeting with Don Rowe, Executive Director, he discussed the history and growth of the organization and services they have been providing to Carroll County over the past 55 years that include:
Community Living
The Arc offers a network of homes located throughout Carroll County where individuals with developmental disabilities live in the community and experience independence.
Educational Partnerships
The Arc of Carroll County offers many opportunities for transitioning youth through our Educational Partnerships. This program is in its 12th year and has vastly increased over the last two years. Through a partnership with The Carroll County Public Schools (CCPS), The Arc is currently subcontracted to educate CCPS students in three of their post-secondary programs:
MSTC - The Maryland Seamless Transition Collaborative is utilizing The Arc of Carroll County’s vocational resources and community connections.
VOICE – Through the Vocational Opportunities for Independent Change and Empowerment program, The Arc instructs students in the area of Vocational Readiness.
TCP – Instructors from The Arc educate students on the subject of Career Management through the Transition Connection Program.
Employment Services
The Arc of Carroll County offers a wide variety of employment opportunities for individuals with developmental disabilities. Through these programs, we strive to support individuals on developing their work skills, their interests as well as their knowledge of both employment and leisure opportunities available in our local community. To confirm our commitment to quality services, our program areas have received The Rehabilitation Accreditation Commissions (CARF) highest level of accreditation. CARF is a not for profit accrediting body whose mission is to promote the quality, value and optimal outcomes of services through an accreditation process that centers on enhancing the lives of persons served.
Support Services
Our support can be in home personal care, coordination of medical services, assistance with meal planning, shopping, budgeting or just having a great time with a person you enjoy!
Transportation
The Arc is a school bus contractor for Carroll County Public Schools and transports 560 students with special needs to school each day. Transportation is provided to adults who are receiving employment support through the Employment Services of The Arc.
The Arc of Carroll County has been selected as the 2010 Non Profit Organization Philanthropist of the Year by the Community Foundation of Carroll County.

Hailey's Wish Foundation 3rd Annual Boundless Bash Event
The Liberty Street Rods of Carroll County continue to support the Carroll County community. This year, several Liberty Street Rod Club members and Liberty Ladies participated in the Hailey's Wish Foundation 3rd Annual Boundless Bash Event held May 8, 2010 at the Carroll County Farm Museum. The event was a fundraiser to purchase accessible community playground equipment for children with disabilities for the community playground located at Carroll Springs School. The event was family-oriented with games for children, baby animals, crafts, food, and vendors as well as cars from the Liberty Street Rod Club.

2009 Charitable Events
Hailey's Wish Foundation
The Liberty Street Rods of Carroll County continue to support the Carroll County community. This year, several Liberty Street Rod Club members and Liberty Ladies participated in the Hailey's Wish Foundation 2nd Annual Event held May 30, 2009 at the Westminster Ag Center. The event was a fundraiser to support the community playground being constructed at Carroll Springs School. The cost of the construction of this inclusive playground in our community is $130,000. The foundation has raised over 70% of the funds needed. Glazed to Perfection, a ceramics studio located in Peddler’s Square Shopping Center in Eldersburg, Maryland, was also in attendance at the event. The owner, Abigail Dion, is working with schools and other community sponsors to create a wall of ceramic tiles that will add a personal touch to the community playground being constructed at Carroll Springs School. When the playground is complete, the artwork will be proudly displayed for everyone to enjoy. The event was family-oriented with games for children, baby animals, crafts, food, and vendors as well as cars from the Liberty Street Rod Club.
The day's activities were very enjoyable but the most memorable moments were those shared with Hailey. Hailey will be 7 on July 22 and has been diagnosed with cerebral palsy. Her mother, Brigitte, founded Hailey's Wish so that every child can enjoy their childhood and be able to play at the community playground. The Foundation strives to create play environments that will change the lives of children with disabilities.
The mission of Hailey's Wish Foundation is to bring joy to the lives of disabled children by building and promoting accessible and inclusive play environments for children with disabilities through fundraising initiatives and cooperative alliances with schools and community organizations. Hailey’s Wish seeks to achieve three specific goals:
- Children with disabilities will be able to participate in playground activities, which will bring joy to their lives and encourage development of physical, emotional, linguistic, behavioral and cognitive skills.
- Children with disabilities will have the opportunity to interact with other children, both with and without disabilities, enhancing their social skills.
- Children without disabilities will have the opportunity to interact with children who are affected by disabilities, allowing them to develop a comfort level in their communications and interactions and encouraging the development of relationships between all children without regard to disabilities.
The success of the 20th Annual Rod Run held on June 28, 2009 at the Winfield Fire Department Grounds, enabled the Liberty Street Rods of Carroll County to support the Hailey’s Wish Foundation with a charitable donation. Our donation will help to fund the Carroll Springs Playground Project in Westminster, Maryland. The Playground will be open to the public during non-school hours and will include activities that will allow access and participation for children of all ages and abilities. This inclusive community playground will improve the quality of life for children with disabilities and will promote good health and development. Hailey's Wish Foundation - UPDATE
November 14, 2009 marked the grand opening ceremony of the Hailey’s Wish Boundless Playground located at Carroll Springs School on Center Street in Westminster. The playground will allow children with disabilities to play along side other children in the community and encourage social interaction among all children without regard to physical ability. The Liberty Street Rod Club showed its continued support of our community with attendance at the grand opening ceremony by Ken Trump, Marianne Trump, and Peggy Ludwig. Representatives of businesses and social organizations in the community who supported Hailey’s Wish Foundation were also in attendance.

“I would like to take this time to extend a sincere thank you to the members of the Liberty Street Rods for your support in our fundraising efforts. I am grateful not only for your contributions toward our cause, but also for your personal and caring notes and cards sent to Hailey after her surgery this summer. I know they lifted her spirits.”

2008 Charitable Events
Domestic Violence Program of Family and Children’s Services
The Liberty Street Rods of Carroll County continue to support the Carroll County community. This year, members of the Liberty Street Rods and Liberty Ladies presented donations to the Domestic Violence Program of Family and Children’s Services on October 1, 2008 and to the Carroll County Food Sunday on October 4, 2008.
The Family and Children’s Services of Central Maryland have been guiding families and strengthening communities since 1849. Connie Sgarlata, Assistant Executive Director, discussed the following services they have been providing over the past 30 years:
Domestic Violence Safe House
Domestic Violence 24-Hour Hotline for victims and children
Counseling for victims and families
Child Sexual Abuse Treatment Centers
In-Home Aid and Caregiver Services
Adult Day Centers

A fund-raiser to benefit the Carroll County Domestic Violence Safe House is scheduled for Saturday, November 22, 2008, beginning at 7:30 PM at St. John Catholic Church, 43 Monroe Street in Westminster. This fund raiser, With One Voice, is an evening of fine music including Old Line Statesmen Barber Shop Chorus, The Children’s Chorus of Carroll County, Carroll Singers, Nation of 3, McDaniel College Madrigal Singers, Coram Deo, New Life For Girls Choir, Carroll’s Idol-Cara Wolf, and Amy Kwon. Tickets for this very deserving cause are only $10 for adults and $5 for 16 and under and are tax deductible. Tickets are available from Carroll Arts Council, Coffey Music, Optics Ltd, Stu’s Music, Family and Children’s Services Office at 22 North Court Street in Westminster, and Human Services Programs Office at 10 Distillery Drive in Westminster. Tickets will also be available at the door.

Carroll County Food Sunday
The Carroll County Food Sunday is run by volunteers and is always in need of additional volunteer help. The Carroll County Food Sunday collects non-perishable food and money to buy food and make it available to people who are hungry. Donations of food and/or money are accepted at any time. The food is free and served to anyone in need. This organization serves Carroll County residents only. During our visit to the Carroll County Food Sunday at 10 Distillery Drive in Westminster, members of the Liberty Street Rods met with Joe Wade who graciously explained their process of food contributions and distribution to those in need.
